Why are Deleted Pictures on Android still recoverable?

Deleted Pictures on Android are commonly easy to recover, as deleted simply removes an index, not the photo itself. Images persist in memory until a new file is saved over them. It is this persistence that recovery programs seek to exploit. With the phone turned off (and the photos ‘deleted’ just after), there is a high chance of recovering deleted images, since activity plays a crucial factor in image recovery.
